The building was completed in time to celebrate the 400th anniversary of the foundation of Cali.
The Colombian tobacco company Tabaco SA built the building and used it as their headquarters until 1991.
In 2016 the building, worth 4.1 billion pesos at the time, was donated to the city of Cali because it holds cultural and historical value for the city.

Project Description:
Guillermo Garrido was the architect and he designed the building in a Spanish Renaissance Sevillian style and Mudejar style.
